"gloss": "Perfectly aligned agents still fail when the best joint strategy changes and too many must switch",
"mechanism": "Classical game theory locates cooperation problems in misaligned incentives, and treats pure coordination games, where everyone shares the payoff, as trivial. In an organisation game the agents are fully aligned, but the game itself keeps changing, so the strategy pair that maximises the shared payoff shifts over time. The difficulty becomes the {{laterality_cost}} of each transition: how many agents must notice the change and switch. A conversation ends easily only if one party can end it alone, which pauses allow. Good positions are strategies that are near-optimal across the likely next games, so most switches need one agent or none, in the manner of a {{transition_hub}}. Zombie projects persist because no low-laterality exit exists.",
